The Federal Reserve Bank of Cleveland is this year’s recipient of the Greater Cleveland ASTD Workplace Learning & Performance Leadership Award for their Emerging Leader Program (ELP).

BACKGROUND

The Federal Reserve Bank of Cleveland responded quickly to early warnings of a projected talent shortage. A gap analysis conducted by senior human resources staff identified leadership competencies and talent needs for the Bank’s future. To meet the future needs of the Bank and remain ahead of projected labor force trends, the Emerging Leader Program (ELP) started in April of 2007 to retain high performing employees and cultivate the Bank’s talent pool through focused development. Currently, there are three active Emerging Leader classes in progress. The first class graduated this Spring.

The Emerging Leader Program is a three-year, multi-faceted leadership development program designed to enhance competency development, offer opportunities for experiential learning and provide exposure of high performing exempt-level employees to Bank leaders.

RESULTS

This program has had a significant impacted on creating a leadership pipeline for the Bank. Just to name a few,

• They are retaining a high percentage of their high potential employees.
• The promotion rate is higher among ELP participants than that of the entire Bank exempt population.
• Cross-functional team project experience advances participant leadership competency development and enables the Bank to achieve high priority initiates.

Essential to the success of the ELP is the Bank Executives’ willingness to serve in multiple roles to foster exposure and interaction between participants and Bank leadership including: co-instructors for curriculum seminars, project sponsors for cross-functional team projects, and advisory mentors for peer mentoring groups.

The Federal Reserve Bank of Cleveland is one of twelve regional Reserve Banks that together with the Board of Governors in Washington, DC, make up the Federal Reserve System, the central bank of the United States. The Federal Reserve System formulates and implements U.S. monetary policy, supervises banks and bank holding companies, and provides financial services to depository institutions and the federal government. The Cleveland Reserve Bank, including branch offices in Cincinnati and Pittsburgh, serves the Fourth Federal Reserve District (Ohio, western Pennsylvania, the northern panhandle of West Virginia, and eastern Kentucky).

This is the time to join or renew your memberships with the Greater Cleveland and National ASTD organizations. Recognizing the economic times, we offered our Local membership for a reduced fee of $65 and the combined National/Local membership fee at $229 for this 2009-2010 program year. Effective July 1, 2010, the annual Local membership fee returns to $75 and the combined National/Local annual membership fee returns to $244. The annual fee for Student and Members in Transition is $15. Now is a great time to take advantage of these discounted fees before they change.

Congratulations to your chapter on achieving 100 percent CORE for 2009 by successfully meeting all 18 requirements! Based on your reported joint membership percentage, your chapter is also recognized as a Chapter Membership SUPERSTAR with joint membership at or above 50 percent.

ASTD recognizes your chapter’s efforts to provide value to local members through well run programs and services and excellent operations. We appreciate your partnership in serving our local members.

This year, 104 chapters that submitted by the deadline achieved 100 percent on all of the 18 CORE elements.

On October 30th, Greater Cleveland ASTD President Stephanie Steirn re-affirmed our chapter's affiliation with National ASTD. Witnessing the signing were Donna Rhodes, Executive Director, Bob Vaughn, VP of Finance, and Lori Klepfer, VP of Programs.

National ASTD hosted an affiliation agreement signing reception at this year's Leader's Conference held in Washington DC on October 30-31. The affiliation agreement affirms the relationship between local chapters and the national organization and specifies the accountability criteria both parties must meet. This maintains our position as a strong chapter poised to continue growing. How fitting given this is our chapter's 65th Anniversary?

While at the Leader's Conference, attending Board members learned from their peers at a dozen of workshops targeted to help chapters "Cruise to Chapter Excellence."  They learned about how chapters are driving membership, planning powerful programs, using social networking, and planning for future leaders. Valuable connections were also made during networking time in addition to our chapter being recognized for our achievements over the past year. The Board came back energized from powerful keynotes addresses and ideas they can implement. Look for some new and exciting things.


From National ASTD: ASTD would like to congratulate your chapter for being a chapter membership SUPERSTAR. To achieve SUPERSTAR status our chapter's joint national and chapter membership percentage as of December 31, 2009, must have been over 50 percent. The Greater Cleveland Chapter Board joint membership percentage was 60%, which exceeded the 30 percent Chapter Operating Requirement (CORE).

This is an outstanding achievement and shows the chapter's commitment to informing members of the benefits of both ASTD national and the local chapter.


On behalf of the Chapter Recognition Committee, congratulations to Greater Cleveland ASTD on your achievement, "Annual Experiences from the Hiring Lifecycle," which have been approved for recognition. Your efforts demonstrates a replicable format for other chapters around the country to adopt and improve their chapter's business.

Progressive Claims University is this year’s recipient of the Training & Development Leadership Award. Progressive, one of the largest auto insurers in the
country, is headquartered in Mayfield Village and employs nearly 26,000 people countrywide. Claims University encompasses four training centers in Cleveland, Austin, Phoenix, and Tampa. The training centers employ advanced technologies to simulate job tasks and provide hands-on learning and are dedicated to creating and delivering learning experiences and performance that supports the claims professional.

Progressive’s redesign of their Central Loss Reporting Unit On-boarding Program fulfilled their charter mission to decrease the time to competency by producing learning experiences targeting the right candidates, filling positions just in time, leveraging e-learning, leveraging the classroom as a learning lab and allowing managers to be accountable for early development of their people. The Claims University has implemented rigorous measurement standards that demonstrate not only a decrease in time to competency; but, an increase in competency by those trained in the new program. This represents significant cost and time savings to their organization, as well as, an investment in employee development. The Claims University continues to respond to their own analysis of their program by planning to diversify the training and support experience with potential future development using technologies at the forefront of educational technology, such as Second Life and blogging as
a way to encourage employee discussion.

This year's Business Leadership Award recipient for Training and Development is Eaton Corporation-Functional Excellence; Best practice: Development of a Supply Chain Core Curriculum.

The Supply Chain Core Curriculum focuses on general management and supply chain competencies as well as on understanding supply chain strategies in the context of the Eaton Corporation. Focus and developmental areas are identified via the Performance Management System and the strategic direction of Supply Chain. These areas of development are then built into the Supply Chain Core Curriculum and courses are required to be completed by the Supply Chain Staff.

This initiative began in 2006 and was fully implemented in 2007. So far over 50% of the Supply Chain leadership has completed the core curriculum (17 courses). Supply Chain Functional Excellence including the Supply Chain Core Curriculum was recognized as a best practice and key component of Eaton's Purchasing Medal of Excellence Award (September 2007). This comprehensive initiative now serves as a model throughout Eaton Corporation.

For the past twelve years, Cleveland ASTD co-sponsors this award with CSU's Nance College of Business and the Rotary Club of Cleveland.
